For cannabis-flower operators, the 2025 Controlled Herb notification and the 2026 licensing amendment are the key current instruments in this timeline. The draft Act has no legal effect yet.

What changed, in order.

Each row has one status and one official source, so current rules stay distinct from historical material and proposals.

  1. Foundation

    Cannabis removed from the Category 5 narcotics list

    The notification took effect on 9 June 2022, removing the cannabis plant from Category 5 while specified extracts remained controlled.

  2. Superseded

    First Controlled Herb (Cannabis) notification

    The first interim controls after delisting. This version was replaced by the November 2022 notification.

    Controlled Herb (Cannabis) notification

    This notice replaced the June controls and was itself superseded by the 2025 notification.

    PT27–PT32 reporting forms notification

    The notification defined official forms for source, use, processing, research and export reporting.

    Current Controlled Herb (Cannabis) notification

    The current notification replaced the November 2022 notice and introduced the present flower, prescription and sales controls.

    Current reporting and PT33 forms notification

    The notice kept PT27–PT32 in use under the 2025 rules and added the PT33 controlled-herb prescription.

  8. Draft · Not lawNext reported stage: Cabinet considerationThe draft still needs Cabinet approval, parliamentary readings, royal assent and publication in the Royal Gazette before it can take effect.

    Draft Cannabis Control Act

    Public consultation and regulatory impact analysis are complete. The Ministry reported sending the revised draft to the Health Minister before Cabinet consideration.

    Why it is still a draft
    It has not completed the approvals required to become law.
    Expected
    No official enactment date has been announced. July 2026 was the target for Cabinet submission—not the date the Act would take effect.
